State Senator Mark Spencer has spent his career educating, mentoring and creating opportunities for young people and families throughout Northwest Indiana.
He began his professional career as a teacher of speech and drama and has devoted more than 25 years to education, arts administration and community leadership. Senator Spencer earned a Bachelor of Arts in Theater from Indiana University, a Bachelor of Science in Education from Calumet College of St. Joseph and a Master of Education from Indiana Wesleyan University.
His work has been recognized by organizations throughout the region. He has received The Times of Northwest Indiana’s “Professionals to Watch” recognition, the Katie Hall Educational Foundation’s “Merit of Distinction Award” and the Gary Frontiers Service Club’s “Drum Major Award.”
Senator Spencer is the founder of the West Side Theatre Guild and serves as Director of Fine Arts for the Gary Community School Corporation. Before joining the Indiana Senate, he served the City of Gary as an at-large member of the Gary Common Council.
In 2024, Mark Spencer was elected to represent Indiana Senate District 3. The district includes Gary, Lake Station, New Chicago and portions of Hobart, Merrillville and surrounding communities in Lake County.
An artist, musician and lifelong community advocate, Senator Spencer lives, works and worships in Gary. His experiences as an educator, public servant and resident of Northwest Indiana continue to shape his approach to serving the people of District 3.
Education
Senator Spencer believes every child deserves access to a high-quality education that recognizes and develops their individual talents, abilities and interests.
In the Indiana Senate, he works to advocate for students, educators and families while supporting policies that strengthen public education and expand opportunities for young people throughout District 3 and across Indiana.
His focus includes ensuring schools have the resources they need to help students thrive, supporting educators and creating stronger pathways from education to careers and lifelong success.
Economic Development
Strong communities depend on an economy that creates opportunity for residents, entrepreneurs and businesses alike.
Senator Spencer supports economic and workforce development strategies that encourage investment, create quality jobs and strengthen communities throughout Northwest Indiana. He believes economic development should be transparent, collaborative and responsive to the needs of the people and communities it is intended to serve.
His work includes supporting opportunities for small businesses, strengthening workforce development and helping communities position themselves for sustainable long-term growth.
Environment
Residents throughout District 3 have long raised concerns about pollution, environmental health and the impact industrial activity can have on surrounding neighborhoods.
Senator Spencer believes communities should have a meaningful voice in decisions that affect their environment, health and quality of life. In the Indiana Senate, he works to promote accountability, responsible environmental policy and greater community involvement in decisions affecting Northwest Indiana.
Protecting residents while supporting responsible economic growth remains an important part of his work representing District 3.
Youth & Gun Safety
Senator Spencer believes every child deserves the opportunity to grow up in a safe and supportive community.
As an educator and longtime advocate for young people, he has seen firsthand how violence can affect children, families, schools and neighborhoods. His work in the Indiana Senate includes supporting efforts to reduce preventable gun violence, promote responsible firearm storage and improve the safety and well-being of Indiana's young people.
For Senator Spencer, strengthening communities also means giving young people the support, opportunities and safe environments they need to succeed.
